Ted is recognized by the American Counseling Association and the International Society for Neuroregulation and Research as a national and international leader for his tireless efforts to bring the latest advances in developing a cutting-edge approach to mental health care.  He has gathered a team of highly skilled, like-minded, and compassionate professionals who are mentored, specially trained, and consistently encouraged to explore the boundaries of superior care.

He, with his wife, Lori Russell-Chapin, Ph.D., ushered in a new era in mental health treatment by building “a bridge from the brain to behavior” from “neuroscience to counseling” that had previously been left uncrossed.  Their decades of research, authorship, and education of fellow professionals have provided new hope to those still struggling with life’s most difficult problems.  Their many books, book chapters, articles, and professional presentations provide irrefutable evidence of their dedication to deepening the positive impact of counseling in people’s lives.  By answering the long-standing question, “What do you do when counseling and medication are simply not enough?” they have broken barriers, motivated their colleagues, and brought new hope to clients with sometimes long-standing, severe, and complicated mental health challenges.  Ted takes it upon himself to become highly credentialed in the specialties of his client work.  These include psychological assessment, marriage and family therapy, Jungian psychology, parenting allocation assessment, neurocounseling, and neurofeedback.

Ted is a Licensed Clinical Psychologist, Licensed Marriage and Family Therapist, and Board Certified in Neurofeedback.  With Lori, he also studied at the Jung Institute in Zurich, Switzerland.  Ted has won many awards throughout his career, including the Jaycee’s Outstanding Young Business Professional Award, the Dr. Walter Baer Award for Promoting Excellence in Mental Health, and the BBB Torch Award for Business Integrity.  Ted strives for excellence, compassion, and love.  He leads in the same way.  He passes these remarkable values on to his colleagues and clients, who know the spirit of the man who walks with them on their journey through life.  “Healing Hearts, Changing Lives.”  This is not just a tagline for Ted.  It’s a life mission, a sacred calling, and gives meaning to his life.

A Devoted Wife, Mother, Friend, Counselor, Colleague and Professor at Bradley University.

Lori touched the lives of many and healed the hearts and souls of those she served.  She was the Co-founder of Chapin & Russell Associates with her husband and life partner, Ted Chapin, Ph.D.  Together they published several books on counseling, supervision and neurofeedback.  As a prolific author, researcher, and practitioner with a column in “Counseling Today,” she and Ted shared their knowledge with professionals across the world.

Lori’s passion was living life with love and applying neuroscience in counseling practice.  She was Board Certified in Neurofeedback, coined the term “Neurocounseling,” and was a beloved teacher, supervisor and mentor to several of our staff.  Lori will be deeply missed and always remembered by her clients, colleagues, friends and family.

Vice President of Operations for Chapin & Russell Associates / Neurotherapy Institute of Central Illinois

Brad is a Licensed Clinical Social Worker and CADC (Certified Alcohol and Drug Counselor) with a Master of Social Work Degree from the University of Illinois, with academic concentrations in community mental health, occupational social work, and personnel administration.  With well over 40 years of experience as a clinician, wellness coach, and management consultant, he also brings to the leadership team advanced expertise in the assessment and treatment of substance abuse and other process addictions.

He has experience as a qualified Substance Abuse Professional for the U.S. Department of Transportation.  He is a trained Neurotherapist and a Certified Alcohol and Other Drug Abuse Counselor.  Brad was also a previous recipient of the Mental Health Association of Illinois Valley Mental Health Professional of the Year Award.

Jaimeson serves RMS, Inc., Chapin & Russell Associates, and Neurotherapy Institute of Central Illinois as a part-time bookkeeper, bringing added focus on financial planning and analysis as a member of the leadership team.  A CPA candidate with experience across manufacturing, ag technology, healthcare, and B2B SaaS, he brings a strategic eye to forecasting, budgeting, and reporting — and a knack for turning financial data into clear, actionable insight.

Emily Shelton

Emily Shelton

Emily serves as the Office Manager at RMS, Inc., Chapin & Russell Associates, the Neurotherapy Institute of Central Illinois, and also works with clients as a Licensed Professional Counselor.  For more than 10 years, she has supported the practice in several roles, including reception, billing, counseling, staff training, and daily office operations.

Her experience on the administrative and clinical sides of the practice gives Emily a strong understanding of the needs of clients, counselors, and support staff.  As a member of the leadership team, she helps coordinate daily operations, supports staff, and contributes to a welcoming and organized environment.

Emily values clear communication, teamwork, and compassionate service.  She is committed to helping the practice run smoothly so clients and clinicians feel supported.

Shane G. Young

Shane G. Young

Clinical Director of Neurotherapy Services and Police Officer Screening Program Coordinator

Shane is a Licensed Clinical Professional Counselor, National Certified Counselor, and Board Certified in Neurofeedback. He earned his Master’s degree in Clinical Mental Health Counseling from Bradley University, where he is also a Doctoral Candidate in Educational Leadership. He has advanced training in biofeedback, neurofeedback, and qEEG and is also a Certified Brain Health Coach through Amen Clinics.

As Clinical Director of Neurotherapy Services, Shane guides the clinical direction and ongoing development of the practice’s neurotherapy program.  He mentors and supervises neurotherapy technicians, supports pre-licensed counselors and counseling interns, and promotes the thoughtful integration of counseling and brain-based care.  He values strong clinical teaching, ethical practice, careful treatment planning, and helping developing professionals grow in skill and confidence.

Shane also coordinates the Police Officer Mental Health Screening Program.  He works with law enforcement and public safety agencies to provide respectful, professional mental health screenings focused on resilience, wellness, stress, trauma exposure, and the demands of public service.

As a military veteran, retired law enforcement officer, and first responder, Shane brings personal understanding of leadership, service, critical incidents, and high-pressure responsibilities.  These experiences continue to shape the way he supports clients, staff, trainees, and public safety professionals.
